New York Citys New Years Eve ball to rise again   By Seth Wenig (AP)

The massive Waterford crystal ball that descended in Times Square to ring in 2009 is being lit again and sent back up a 141-foot flagpole, where it will remain year-round.

The ball _ 12 feet in diameter, weighing nearly 12,000 pounds, and covered with 2,668 Waterford Crystal triangles _ will now have a permanent home on the roof of One Times Square.

The ball will be raised midway up the flagpole on Tuesday, where it will be used during the next New Year's celebration.

Organizers say the ball will also celebrate other holidays including Valentine's Day, the Fourth of July and Halloween.   Read More...

RUSSIA STOPS ALL GAS SUPPLY TO EUROPE VIA UKRAINE

Russia has shut off all its gas supplies to Europe through Ukraine _ the latest move in a pricing dispute that has reduced or halted fuel deliveries to a dozen countries during a winter cold snap.

Russia's gas monopoly Gazprom, which had sharply limited supplies through Ukraine on Tuesday, has stopped all gas shipments through the country as of 7:44 a.m. (0544 GMT), said Valentyn Zemlyansky, spokesman for Ukraine's Naftogaz.

About 80 percent of Russian gas to Europe is shipped via Ukraine. Other smaller pipelines run through Belarus and Turkey.

Burris determined to take his Senate seat today    By Rob Carr (AP)

Barack Obama's appointed successor declared Tuesday morning he's qualified to take a seat in the Senate and said he'll go to Capitol Hill Tuesday to do just that.

"I'm presenting myself as the legally appointed senator from the state of Illinois. It is my hope and prayer that they recognize that the appointment is legal," Roland Burris said in a nationally broadcast interview just hours before the Senate convenes with the start of the 111th Congress.

Burris dismissed the Senate Democratic leadership's position that he cannot be seated because he was appointed by a governor accused in a criminal complaint of trying to benefit financially from his authority to fill the seat that Obama vacated after winning the presidential election.

"As I read the U.S. Constitution," he said on CBS's "The Early Show," it says the "governor shall fill a vacancy, and as a former attorney general of my state, I have no knowledge of where a secretary of state has veto power over a governor carrying out his constitutional duties."

Burris also maintained that the announcement by Gov. Rod Blagojevich Monday of a date for an election for a successor to Rep. Rahm Emanuel, D-Ill., proves the governor still has legal authority to carry out his duties. Emanuel will be Obama's White House chief of staff.

Obama stimulus plan boosts business tax refunds   By Gerald Herbert (AP)

President-elect Barack Obama's proposed stimulus package would provide businesses with billions of dollars in refunds on taxes they paid several years ago.

The refunds are popular among business groups and could increase pressure on Republicans to support Obama's massive stimulus package, even though most of them are wary of government spending increases that could send its total cost to $800 billion or more.

"This gives companies an infusion of cash just when they need it," Dorothy Coleman of the National Association of Manufacturers said of the proposed refunds.

Obama's proposal to stimulate the economy includes tax cuts of up to $300 billion, including more than $100 billion for businesses.   Read More...

QVC is traveling to Washington to mark President-elect Barack Obama's inauguration this month _ and is bringing along plenty of coins, stamps, jewelry and even a small handbag to sell.
